I have the honor to acknowledge your letter of the 10th instant enclosing an account for the Batteries recently erected here and at Kowloon, and intimating that the Major General Commanding declines ordering payment thereof as he considers that the Colonial Government ought to pay for these defences.

In reply I have to state that His Excellency The Acting Governor, Colonel Reeves, C.B., Commandant of Hongkong.
