At present then I can say that it seems to me that such an innovation would cause much confusion by the introduction of anomaly, such as the placing of the property of the Colonial Government on War Office ground. And the Buttery is property of the department that pays for it, and of course the Batteries erected - two at Kowloon are on ground which it is proposed to hand to the Military for Batteries, the Eastern one on Armington is on ground actually held by the Military, and the Western one on ground of which the possession is not accurately defined, but which will of course be included in the Military Reserves, now that the Battery is placed upon it.

I have to express my satisfaction at seeing these Batteries erected on the spots selected, for though happily not required for the purpose for which they were directly designed, they are now always available at short notice, and they have set at rest the long moot question as to the sites on
