I would not recommend their being repaired.

I question if it could be done, without entirely rebuilding them. I may well state that the boat bottoms have never been covered by sheathing of any cost, and that it is impossible to prevent their being corroded, unless this is attended to.

Under the circumstances mentioned Engineer Mercer fully recommends this Expenditure for sanction.
