I think it right also to remark that no such Rule or Regulation has been issued by Her Majesty's Minister in China as that sent for his adoption in Earl Russell's despatch No.177 of 13th November 1864, and that the issue even now of such Rule would greatly assist the action of this Government.

I have however mentioned this matter to Mr. Wade, Secretary to Her Majesty's Legation, who is now in the Colony, and that Gentleman has undertaken to communicate with Sir Frederick Bruce on the subject.
