I am to state that the principle of regulating the supply at all should be the rule. If some restriction of this kind is not adopted there will be no regulating the supply at all.

I annex herewith a Statement shewing the probable total cost of the whole Service as extended when complete, together with the total Expenditure thereon up to 19th Feb. 1863. This Statement also shews the probable further amount required to meet present liabilities and to complete the various works.

I also endorse herewith various contractors' and Tradesmen's Accounts due and likely to become due on which the above statement is based.

With reference to your letter dated the 13th October, 1860, sanctioning the appropriation of £30,000, towards the construction of the Victoria Waterworks, Hong Kong.

I am directed by the Duke of Newcastle to transmit to you for the consideration of the Lords Commissioners of the Treasury a further despatch on the subject from the officer administering the Government.

It will be seen from this despatch that a further sum of £4,842 17s 2¼d is required for the completion of the waterworks, and His Grace would recommend this expenditure for their Lordships' sanction. I am to state that ...
