As before referred to.
I may remark in conclusion that the present water supply provides nor but inefficiently for Wanchai, and not at all for Bowrington, for the large area at West Point, the latter place may be connected with the Pokefulum Supply, but it will have to be assisted by the three principal streams passed by the mains in its course to the city. The Bowrington district must be assisted by the Wong-nei-chung Valley Stream.
I am induced to make the above remarks to show that the present expenditure will require an addition thereto at some future period, but this will mainly depend upon the extension of the city, that is to say, the erection of houses over the areas now sold and in course of preparation.

I now beg to remain that as the additional Expenditure for the completion of the Water Works is imperatively demanded, that some of the works are in abeyance which cannot be dispensed with, and further advances for others in progress urgently requested by Contractors, - I trust His Excellency may be pleased to sanction the sum as shown to be requisite for the several services exhibited in the Estimate now forwarded, as any delay in carrying out works in hand now must materially interfere with the advantages to be derived from such a valuable service of Water at the present season; and the unfinished masonry be injured also if left exposed.
