I have been particular in detailing the services of the Clerks in my office, including the frequent changes of stalls and their approval at the beginning of each month, as the only means of showing to His Excellency that the time of each is more fully occupied, and that without further assistance, inconveniences will result and the service suffer in consequence.

Requesting under these circumstances that His Excellency may be pleased to sanction the inclusion of elt. Carvalho's name as a provisional Clerk in my office from the present until further orders,

I have to acknowledge the receipt of your dispatch No.138 of the 24th July last, reporting the employment of Mr. Carvalho in the Surveyor General's department for a further period of six months from the 1st of July, on a salary of $50 per mensem.
