I have to request Her Majesty's approval and allowance of the "Carriages Ordinance No. 6 of 1863" "to provide for the regulation of Public Vehicles and Chairs and their drivers and Bearers" and to license the letting of Houses within the Colony of Hong Kong.
This ordinance was forwarded to me for approval in Dispatch No. 137 of the 24th of July.
