"An Ordinance to provide for the regulation of Public Vehicles and chairs and their drivers and bearers, and to licence the Hire of Horses within the Colony of Hongkong".
Public chairs and Coolie Bearers have been the only public means of carriage of persons in Hongkong. These are very numerous.
The public inconvenience has been subject to much for want of a due registration of chairs and Coolies which it is anticipated will raise their character and be some protection against the depredations which have been committed by Chair Coolies whose chairs have been used as blinds to conceal numerous robberies.
The present circumstances of the case
