I have retained the Shroff of the Police and Lighting Assessment at the Salary he has been in the receipt of, viz: $360 or £75 per annum until the 30th September next, at which time I expect all arrears up to the 30th June last will have been collected and accounted for, and it is my intention then to offer him the post of 2nd Shroff in the Treasury, which has been vacant since the 1st October last, the duties of that office having in the interim been performed by the First Shroff, to whom I have sanctioned the issue of half the second Shroff's pay, as reported in my despatch to your Grace No. 99 of 18 May, 1865.

The health of Mr. Brand, the Collector of Police and Lighting Rates, has for some time past been failing, and I am informed by his medical attendant that he is suffering from heart disease, which may terminate fatally at any time, and is no longer fit to discharge the duties of his Office. I intend, therefore, subject to your Grace's approval, to recommend him for a Pension, which will, as his salary is £350 per annum, be small in amount.
