The Ordinary Expenditure is in excess of the sum voted last year, and is attributable chiefly to the Convict establishment at Stonecutter's Island; the remainder will be found under the Heads of Colonial Secretary, Post Office, Surveyor General, Educational, Medical, Police and Gaols.

As the financial condition of the Colony has continued to show itself sound, I trust your Grace will recommend the Ordinance now transmitted for Her Most Gracious Majesty's allowance and confirmation.
