Resolved. That Section 08 of Gaol Regulations be amended so as to subdivide Misdemeanants into two classes, viz Misdemeanants convicted of Libel; and Misdemeanants convicted of other offences.

And that whenever possible these two Classes should be kept separate.

Addendum. The Justices also desire to express an opinion that as soon as possible the present plan of confinement for Female Criminals be altered to a "suitable place within the walls of the Criminal Prison" it being desirable to preserve the separation between Debtor and Criminal prisoners.

Proposed by the Honorable M. J. Mercer, Esquire, and seconded by C. May; That Rule 69 of Gaol Regulations be amended as follows.

"Misdemeanants of the first Class shall not be compelled to do more work than the ordinary preservation of the Prison, necessary for the cleanliness and comfort of their rooms, or Cells, and other Misdemeanants except those sentenced to hard labor shall be put to such work as they may be fitted for, but shall not, except for punishment, be put to stone-breaking, or oakum-picking or on tread-mill.

Every convicted Felon shall be put to such labor as the said Governor shall direct, unless it be otherwise ordered in the Warrant of Commitment. And after the close of the month of December in each year, the said Governor shall make out an account of the profit and loss of Gaol Labour for the preceding year, and such account shall be forwarded to the Colonial Secretary for the information of His Excellency the Governor."
