Grounds And Reasons for passing "The Police Lighting Rate Ordinance 1863."
The Rates for defraying the Expenses of the Police have been collected under an Ordinance V of 1845, and for lighting under a subsequent Ordinance with the aid of sundry amendments which are comprised in and repeated by section 1 of the present Ordinance.
Various Questions have recently been raised as to the means of equitably enforcing the rates as tenancy being charged found particularly in cases during the current year and the law was found to be incapable of enforcement against the actual occupiers.
