I wish to call your attention to the Governors' reports, three in number, on a Circular Dispatch which was addressed to the different Governors.

As there is no difficulty found in the form in which it was received in other Commands, I see no reason for making Hong Kong an exception.

I would wish to refer to her Majesty's Circular of 8th July, in which it was stated that the correspondence was to be conducted with Commanding Naval Officers on stations.
