I would be glad to know whether similar objections are in the Colonies in which the Colonial Secretary does not channel the administering of the Govt.

I am disposed to think that the Rule as laid down is best.

This point is under your Care, and I remember that you had contemplated some personal Consultations on it.

The Circular of the 28 March was written after a great deal of consideration, by me. I did not understand at the time why Private Secretary Correspondence with the Exclusive Naval Officers (when the Governor nor write his own) was to be made.
