Sam to state that His Excellency's face was affected by the considerable saving in the estimated cost of the construction of the road on Stone Cutter's Island by employing convict labour to an extent which was not anticipated when the estimate for that work was first brought under the notice of the Lords Commissioners of the Admiralty.
