Colonel Reeves stated that Colonel Moody was engaged in carrying the military works under his charge, and Captain Nolloth reported that the manning of the Gunboats with all was progressing actively, - adding that H.M.S. Scout would probably be in harbour before long, and then work at the Southward was completed.

The Acting Governor observed that a force of 45 men belonging to this Garrison had been told off on 4 October last for duty at Canton, but that under present appearances it was very likely they would be recalled to drill here.

The Commandant said that he had anticipated this, and 10 of the 45 had already been ordered back to Hongkong. Satisfactory progress being thus reported, the Council adjourned.
