His Excellency then read a letter which he had addressed on the 10th Instant to Admiral Kuper, at Japan, calling his attention to the fact that besides the Wyoming already in these seas, another Federal Vessel had recently arrived at Macao; and representing that in the event of hostilities this city and Harbour would be exposed to great risk, the Naval force at the disposal of Captain McIntyre consisting only of one active Vessel, the Opossum Gunboat.
