the accommodation barely exceeds half the space which according to the Colonial Surgeon's opinion is proper for the health of the inmates.
3. Stove Cutters' Island has been selected as a prison mainly for convicted felons and prisoners of the worst class; and the Ordinance has been varied to suit several Gaols and Superintendents, and the Hulk instead of one Gaol only, with modifications of punishments in certain respects, especially by decreasing the strokes which may be inflicted and by interposing twelve hours between sentence and punishment as in sections 11 and 12.
The Hulk has been provided for provisional accommodation.
The Ordinance provides for all such alterations as it was thought ought to be provided against under the circumstances above mentioned, and in addition, most of the provisions of the repealed Ordinance are adopted.
The mode of proceeding to enforce penalties, which has heretofore been acted on, is now prescribed by Ordinance - section (18).
6. The Ordinance provides for the continuance of the present Regulations until superseded by new ones.
