I think that the Regulation of Prisons should in all cases be made by the Govr. and Council and not by the Justices, if the power. The responsibility for making such Rules
should rest with some fixed authority – and I think the most fit for approval is the Govr. in Council, that is, the Govr. with his Council.
I think that the Ordinance should again be a word of my flogging debate with its Council & circumstances.
This should not be left to mere regulation books.
