The Department of Prisons at home has never hit upon a good Officer. Their recommendations have been singularly unfortunate.

I think that we have in our own Department an Officer who might suit for the present place:-

Mr. Douglas, late Asst. Superintendent at Bermuda. He is very highly spoken of in a report from Capt. Newland appended to the Governor's despatch of the 29th of Oct. 1862. He is not a man of superior station, but this we could hardly expect to procure for a place at $400 a year. On the other hand, we have active assurance from experience that he is a zealous, judicious, and thoroughly trained Prison Officer.

30 July. It would be very acceptable to them a Gentleman like Mr. Douglas has experience and I think may be safely appointed.
