I have informed Mr. Ryall that he is to draw only half the Salary of the Office, viz: two Hundred pounds a year, that if his conduct and the duties of the Office be satisfactory, I would ask Your Excellency's permission to pay him the balance that may be due up to the time he is relieved.

Although Mr. Ryall is in my opinion fitted for a higher Post than that of Warden, I do not consider him eligible for permanent Superintendent of Gaol. The Office of Superintendent of a Gaol to be efficiently filled requires a person who has been regularly trained in the exercise of the varied and important duties which appertain to such a post, and it is impossible in this Colony to procure such a person.

I have therefore to ask Grace to move the goodness to select some experienced person at home to fill the Office of Superintendent of Victoria Gaol, as doubtless one may be readily obtained.

Experience has shown that a fitting Officer may be obtained from the staff of the Gaols of the United Kingdom.
