As the Consuls are first incumbent ony Clients in the claims referred to by you, I submit that His Majesty's Plenipotentiaries in China and Japan are the proper officers whose decision should be taken. The person and I presume the Secretary of State to whom you mention His Excellency, the Acting Governor intend to refer the question is the appointed for Foreign Affairs and as I am about proceeding to England I intend laying the matter before his Lordship the Foreign Secretary.
