I have the honor by direction of the Governor to
inform you that
the Claim for fees in Criminal Prosecutions before the Supreme Court-
in cases sent down from the consulates in China and Japan has been referred to His Excellency whose opinion is against its allowance.
As however the question is important, it is His Excellency's intention to refer it to
The Attorney General.
