Account for (a) Italy's failure to mit)" harkedi

1848-49; and (b) her success in doing so from 1859

onwards.

In Italy, the first rising that took place in' 1848 was on the island of Sicily, where in January the people demanded a constitutional government. spart from the mainland of Naples. The revolutionaris succeeded in driving out the forces of Ferdinand I out of the capital, Palermo, and forced him to grans them self-government. This encouraged the people in Kiban to revolt against the Austrians. When the newt of the revolt in Paris and Vienna arrived, Milan and Vonice rebelled (March 1848), After five days of fighting, the Austrians were driven out of Kilan. Other States gained courage, and popular movementa spread from one place to another. The people of Piedmont pressed their king, Charles Albert, to take up the Italian cause. At first Charles Albert

hesitated because he was doubtful of success. But,

being pressed by public demand and inspired by patriotism, he finally devided to support the Milanese rising and place himself at the head of th whole Italian movement. Immediately he zot the

support of the new governments in the other Italian States and the Pope Pius IX. However, the Italians were not yet able to stand up to the better trained and better equipped Austrian troops. They were

defeated at Gustozza (July 1848) and the Austrians reentered Milen. As a result, an armistice was. concluded, and the Pope suddenly withdraw his

support to Charles Albert. A popular uprising broke out in Rome, where a government was set up under Kazzini, who was the leader of the Young Italy Movement and a reproblican who had been for years preaching for a united Italian republic. The Pope fled and appealed for support to Louis Bonarparte, the newly-elected President of the French Republic, who dispatched a Franch force to Rome, defeated the force of. the Republic and restored the Pope Meanwhile, Charles Albert launched another attack against the Austrians in 1849, but was defeated at the Battle of Novara. He abdicated in favour of his Jon Victor Emmanuel II. Venice was also recaptured by the Austrians and the old Tulere in the other. States were restored. By August, 1849, the revolt in Italy had ended in total failure-

The reasons for the Italian failure in 1848 were not far to week. In the first place, Charles Albert as well as other national parties (auch an Hazzini'a Young Italy Society) based their actions * false assumption. Charles Albert's often quoted remark, Italia fara de Be" ("Italy will do it horself") was not correct, Italy was not a trong enough to liberate herself and she had to get the help of some other European power if she wanted to defeat Austria. Secondly, the troops under Charles Albert were undisciplined and not all of them were loyal. But he was faced by the professional Austrian army based on the strong fortresses of the

Quadilateral (Mantna, Peschiera, Legnano and Verona). and under the brilliant command of Radetsky, A further Teason was the lack of coordination and unity among the various groups of nationalists. Piedmont was not #trong enough to assume the leadership of the national Movements pertainly the other parties did not

wholeheartedly supported her in this role. Charles. Albert himself was afraid of the republicans, who were strong in Milan and Venice, while the Tepublican Toung Italy Society under Kazzini, and Garibaldi puraned their own course of action in the Papal States. for the Italian caues as taken up by Charles Albert. Certainly the defection of the Pope had a demoralizing 'affect upon many ardent Catholics. Similarly, Ferdinand I deserted, Charles Albert. much more certain, prepared and qualified. The liberal constitution was retained, the army was strengthened, and a programme of internal reform had been undertaken. Piedmont was completed transformed into a madera state. Cavour also tried to reduce the political. power of the Pope by depriving the Church. of its own law courts and by other seasures. Secondly, Cetour clearly perceived that foreign help was necessary and he was skilful enough to secure it. He won the frien skip of England and France by fighting on their side in the Crimean War. This paved the way for the Compact of Plombieres of 1858, by which. Francs agreed to help Italy in the struggle condition that Nice and Savoy were to be given to France, that the Fapel States were to be untouched, and that Ferdinand II was to remain in Naples.

Cavour now started his programme of Italian unification. Es tried to provoke the Austrians to take the aggressive by minor clashes along the frontier and by the subsequent mobilization of troops. Austria was trapped and declared war on Piedmont in April 1859. With French aid, the Italians were able to defeat the Austriane this time. After the Piedmontese had captured Milan, the duobies, ori... Parma, Tussoapy, Modana, and Romagna drove out their rulers and voted for union with Fiedmont. By this time, for several reasons, Louis Napoleon wanted to retreat, Thus he made peace with Austria, in which Lombardy was to be given to Piedmont, all the rulers of the other states were to be restored, and French claims to Savoy and Nice were given- up.

But the Central States of Italy refused this settlement; they still wanted to unite with Piedmont, Napoleon III at last agreed to this, yet on condition that he was to receive Savoy and Nio.

The next part of the struggle was to be in the hands of another leader Garibaldi. He with his famous thousand invaded Sicily in 1860, conquered tax island, then orossed the Straits of Messina and Janded in the south of Italy..

Naples in September with ease Cavour now began? to fear that he might become too powerful and too popular, and thus take the place of the king of Piedmont. He was also afraid that Garibaldi might take the city of Rome. So the Piedmont army was sent to the South. It conquered the Papal States but did not attack Rome. Soon they arrived at Naples, where Garibaldi gave up all his conqueste. As a result, al. Italy was now in the hands of Piedmont with the exceptiona of Venetis and Rome. In 1861 the firs Italian Parliament met and Victor Emmanuel became the first King of Italy.

From this, we can find out at Isast three reasons for the success of the Italian Movement arsen 1959. Firstly, Cavour's reform programme had transforged Piedmont into a modern State, and made her strong :enough to wake up the wole of leader. Secondly

skilful diplonsoy had brought in French aid to defer the Austrians. It must be mentioned that later Venetia and Rome were taken slso by allianos vita Frussia against Austria and France respectively, Lastly in general, Italian patriotism was much stronger during this second period, as shown by the determination of the duobies to unite with Piedmont in 1859 and by the attitude of Garibaldi towards Victor Emmanuel in 1860. This prevented civil war brought the Italians together for a COMMOR CEUSS, and greatly strengthened the position of Piedmont in the national movement.,
