I am Directed by the Duke of Cambridge to transmit to you the enclosed copy of a despatch from the Officer Administering the Government of Hong Kong, submitting Memorandum drawn up by the Commanding Royal Engineer respecting tenure and disposal of lands and buildings belonging to the War Department in that Colony.

His Grace would be glad to be favoured with your opinion on the subjects of transfer, disposal, de-appropriation of lands, etc., relative to the Memo to the Inspector General R. E., covering his confidential Letter from Colonel Moody, Commanding R. E. in Hong Kong.
