handed over to the Government by the Colony for Special purposes, no longer required for those purposes, they should fairly be returned without let or cost to the Colonial Government.

16.

That the constitution of the proposed board should be of such a nature as to enable it (and its official successors) to reassemble every few years for the purpose of reporting upon the development of the System and its working, the board being proposed to be a "permanent one" for reference whenever required, for any special case, and at intermediate periods.

I would suggest the Constitution of the board to be made up as follows:-

1 President and 4 Members.

The President to be the Commanding Royal Engineer - "Ex Officio" - as conservator of War Department property.

1st Member, "Ex officio", the officer in charge or control of the Army Expenditure (Commissarial Officer).

2nd Member. The officer in charge of the duties of Quartermaster General.

3rd Member. The officer in charge of Military Store Department (Acting Barrack Master).

4th Member - Any Garrison officer not under the rank of Field Officer (when practicable) who may be specially selected by the General or other officer Commanding for this duty.

13.

The report to be addressed by the Board to the Commander of the Forces in China - who would submit the same, with such portions of it as he may deem necessary, with his observations.
