The system proposed would afford facilities for economically concentrating
our Stores for increasing the value of
War department property, and
diminishing
a very serious annual outlay at one and
the same time.
The disposal of outlying properties,
saving of the amount paid now in
rent, together with the increased value
of the reclaimed land would soon cover
the necessary outlay.
8. In case
of any future transfer of
Government property by Sale, Proceeds
the sums so recovered would be highly
remunerative even as
a mercantile
speculation (as is proved by what
others are doing and
have done)
and thus H. M. Government
would have
a fair warranty for the
final Economy of the arrangement, independent of
the
many other
direct conveniences to the service
by adopting this course.
9.
The responsibility of carrying
out such a financial scheme
would I consider warrant the
formation of
a
board to consider
and develop the same.
I would therefore suggest for consideration that a board may be
ordered to assemble with such
instructions as
may
be deemed
necessary to report whether the Scheme proposed is feasible, how it can be most efficiently
carried out.
That such board should
have power
to call for reports (Confidential
or otherwise) from all public servants - Imperial or Colonial that would
