I may observe that Jin-ming or the South Western districts of this Province, distant not more than eighty miles from Hongkong, are in a state of insurrection, and being well supplied with arms and ammunition, the people are holding the Imperial Troops in check. The immediate operation of this Proclamation is of the utmost consequence to the Chinese Government, and has given rise to the liveliest expressions of satisfaction on the part of the high Authorities.
