The Government Lock Hospital was established by Ordinance No. 12 of 1857 for the treatment of diseased prostitutes - the number of admissions in the year 1862 being 485.

2nd. The site, the aspect, the elevation above the sea, the character of the soil, and other circumstances of the surrounding neighbourhood.
Both hospitals are situated upon a projecting spur of hill 60 feet above the sea, at the Western extremity of the town of Victoria, facing the harbor with a Northern aspect and a cheerful outlook over the hills beyond.
The soil, like most of that of the island, is composed of granite in a state of decay.
The limited lot of ground apportioned for the Hospital buildings is rapidly becoming surrounded by the advancing town, but the front can be enclosed, owing to its elevation above the street.
