thought Seas, it was necessary to issue Commission to Mr. Adams Chief Justice of Hong Kong appointing him to be Judge of the Vice Admiralty Court in that Colony.

The Commission once sent out, was at Hong Kong, but Mr Adams had left the Colony before its arrival there, as will be seen from the enclosed Copy of a Despatch from the Acting Governor. That Despatch N°84 - 14 April 1868.

In Admiralty Letter to give Despatch was referred through the Lords Commissioners of the Admiralty to the Admiralty Registrar. Copy of whose Report is also enclosed.

The question arises whether Mr. Adams should be called upon to pay Stamp Charges now on a Commission which he has never received and which conveyed to him an Appointment which he would hold ex officio.
