Perhaps a copy of this Despatch might be sent to the Law Officers or the Queen's Proctor that the Court might be armed with sufficient powers.
The Commission was issued at the instance of the Japanese Government and has exercised all its powers with reference to the proceedings at Japan. I suppose that it is now of very little consequence what Stamp the Commission bears.
The new arrangement will supersede it.
We should send all such information with remarks to this effect.
We Adams will probably try to escape the fear which he would not have paid had the Commission been issued a little later, but that is a subsequent consideration, which will be dealt with if it arises.
