But having carefully advised with the Attorney General, I am of
opinion that all attempts to overthrow the action that this Government in accordance with
your Grace's direction has determined on will practically be proved of
no force.

It is right to mention to your Grace that Gunpowder and other frequently shipped
warlike Stores are brought to this port and there remain in store from
ports in Great Britain, and I enclose memorandum of Ships arrived
within the last three months with such Cargoes.

I may suggest that it would be but fair to Shippers at
Home to give notice
of the impossibility
of exporting such stores from this Harbour, while it would assist in
relieving this Government of an
difficulty
which may be found serious - I allude to the
possible accumulation of confiscated Stores, and the little hope of disposing of them, for to sell them under the prohibition to export is hardly to be thought of.
