To the Tokugawa Shogun, this was a hard nut to orack. He realized too well that if the request was rejected, Japan would have to experience war, and most probably defeat. He knew, on the other hand, that the foreign "devils" were not welcome to his fellow a countrymen. Unable to find a solution, the Shogun turned to the Emperor and the daimyos. for advice, both of whom were not in favour of allowing foreigners into Japan but who also stressed that war. must be avoided at: all costs. The Shogun dared not bear the responsibility of receiving the Americans, yet he had to try hard to wipe out the possibility of armed conflict between America, and Japan.

The weakness shown by the Shogunate in their inability to keep the foreigners out of Japan proved fatal to the already declining Tokugawa Shogunage.. Their enemies, particularly the Satsum and Choshu clans, were determined to destroy the Tokugawa and returned the power to the Emperor. The Shogun was at last persuaded to resign in 1867 when he failed to suppress the clane fighting for the favour of the Emperor. This was interiaingled with the attempts of several Balkan nations to free themselves from the yoke of Turkey and the interests of the various European powers on the territories of the declining empire, Russia was deeply interested in this question as she was related both racially and religiously with the Slavs in the Balkan area. She posed, therefore, ag their natural protector against the Turks. England, on the other hand, was highly suspicious of any Russian fasigns on Turkish territories and she wanted to see the Ottoman Empire intact as far as possible.
