Masters and their Consues in British ports Such
regulations seem to My Lords
more properly to concern the Foreign
Governments and their respective Consulates For these reasons My Lords are
of
opinion that in the absence of special reasons for retaining the latter part of this Clause it should not be allowed
to become Law..__.
Clause 8. Imposes a
penalty
Seamen
on
wilfully or
negligently staying
behind without a Certificate
of Dascharge from the Havebor: Master or other persons appointed to grant suchs Certificate..
It seems to elly Lords that this provision
is of unnecessary rigour. It might be so enforced as to cause great injustice
and
it is difficult to understand how thes
offence is to be proved.-
