Haviw succeeded in Ataining a copy of the Treaty of Friendship and commerce between Portuges and Chine which Itis Excellency the Goverun of Macas in his capacity Majesty's Plenipotentiary concluded, with so much glory to the Portuguere Crown, on the 15th of Auquet last, and knowing that Government will not give official publicity to this Treaty until after its ratification because then only will it be carried into effect,
