The rrdinance commences by providing in Clance 2 for the establishment of a Force which
is considered sufficient to effect
this object at present; ander Clause 3 gives the Governor power time to time to increase
from
"the strength of the Force, if
necessary.

The
great difficulty which has always been experienced here has been to find material wherewith to construct an
efficient
Police. Experience has proved that the Chinese are unfitted. ofor the purpose.
