I beg leave with profound respect to submit the following statement for Your Grace's consideration.

I was appointed to the public service at Hong Kong by Governor Bonham eleven years ago, as C. Magistrate of Police and Sheriff of the Colony, but was obliged to quit my post abruptly last year, invalided upon medical certificate of disease of the heart. I left the Colony with Ced...
