In the demand for the Jenstory state, Gepr 1858 brought various accusations against Mr. Caldwell, an officer in the Colonial Service of Hong Kong, which Wong Ko being verified to in the shape of 12 charges, were referred for examination to a Commission appointed by the then Governor.

After a very laborious and protracted investigation, the Commission decided unanimously that seven of the charges were proved, that four at the utmost were partially proved, that five, or rather perhaps six, were unproved but that there were grounds for bringing three of them, that five others were brought without any grounds.
