Sanders, Esq. of the Secretary & Staff Officer to request with reference to your letter of the 28 February and subsequent Correspondence respecting removal of Lance Sergeant Edward Le Cacken of the Military Train from Hong Kong to undergo his penal servitude in England, that you will furnish his Lordship with a certified copy of the Standing Instructions issued to the Governor of that Colony, as referred to in his despatch of the 31st December 1860.
