Cloud Mann has just conveyed to me H.E's memo on the subject of the appropriation Wakier's Range, which H.E. states it had been your intention to appropriate otherwise.
I have the honor to draw H.E's attention to the accompanying despatch from Ruschen Russell, conveying the orders of the Home Govt that no portion of the peninsula should be appropriated for Colonial or other purposes until the wants of the Imperial Govt had been fully considered.
I conceive that the fact of the Queen having obtained possession of Kowloon by treaty, and not by perpetual lease, as to it does not alter the views of H.M. Ministers on the subject of appropriation; They therefore reserve on behalf of the Crown, where ...
