Of the arrivals, departures, & intermediate movements of the Troops within the Garrison, the Government, I have to report as follows.
As regards the Garrison, Y.E. will recollect that on the transfer of the R. Regiment, I complained officially that this was done in contravention of the orders of the Secretary of State; Again, the 44th Regt. was made a part of the Garrison & now a large part of that Regiment is camped only in a casual way on the Kowloon shore instead of in barracks at Hong Kong, & certainly not with my express sanction, though authority has never been obtained for it as it has never been asked.
I have hitherto been content to pass over in silence what might be deemed to be mere breaches of official courtesy in the belief that no real discourtesy was intended & that the inadvertence was caused by the pressure of the important business which has occupied Y.E's time.
