Those relations arranged by the two Lieut. Governors for War and for the Colonies had reference to Troops for service in China & the Garrison of this Colony. As regards the troops for Service in China, ever since E's assumption of them command of the Forces have been systematically neglected. I have never received from the Officer in command a regular report & have been left to learn from newspapers & public rumor.
