I am directed by the Secretary of State for War to acquaint you, for the information of the Duke of Somerset, that he has received communication from the Commanding Royal Engineer, Hongkong, notifying that the Colonial authorities have decided on constructing a sea wall and Praya at Victoria, and retaining the irregular area, now forming the frontage of certain Marine lots; which measure it is reported, has obtained the sanction of the Secretary of State, Colonial Office.
