"Concurring in what is here stated as a general principle I am yet of opinion that the defence of the Harbor can be adequately provided for without placing a Battery on the point I, and therefore that if the Military Cantonment is placed to the back as proposed by the Governor, the point named should be given up for commercial purposes which it would be very valuable"
"If the Military Cantonment is placed to the back, this site or rather one parallel to it, but in the rear of the coal wharf should be accepted for the Naval Hospital- if otherwise, it should be included in the Military Cantonment, that pointed out for Military Hospital by the Governor should be reserved for the Navy"
