the appropriation of which has been left an open question in the Report of the Joint Committee appointed for its investigation, in pursuance of the Orders of Her Majesty's Government and I was that on the first occasion accompanied by Rear Admiral Kellett and Lieutenant Bird, R.E., and on the second by Colonel Mann, R.E., the two latter being the Officers under whose immediate supervision the Plans shewing the Naval and Military requirements have been executed.
In addition to the assistance I have derived from the full exposition of the wants—Naval, Military, and Colonial—contained in the said Report, I have had the advantage of being made acquainted with the views entertained on the subject by the Governor of Hongkong contained in the letter in which he transmitted the Report to the Colonial Secretary with a copy of which I have been furnished by His Excellency.
