in reference to Mr Cooper, but that His Lordship was acting upon a suggestion contained in an unofficial communication from one of the members of the Board.
The Bishop however will have been made aware shortly after by the receipt of the Board's letter, that Mr Cooper was not eligible for the appointment, because the Board were unanimously of opinion that it should be filled by a layman of not more than 25 years of age.
I entirely concur in the view of the Board as to the necessity of adhering to these stipulations, and I trust that the Bishop's premature action may not have caused any inconvenience or disappointment to Mr Cooper.
As soon as the Board of Education recommend to me a fit person for the office, I shall not fail to submit his name with his testimonials for your Grace's consideration.
