arrival Acting Assistant Magistrate of Kowloon and pending its incorporation with Hongkong, I directed him to undertake the administration of Justice there in addition to his duties in Victoria; - and to mark that his proceedings at Kowloon would be governed, not as on this side by British law, but, according to Chinese law and usage, it was considered desirable to give him the designation of Civil Commissioner for Kowloon. Upon receipt of the Order in Council constituting Kowloon part and parcel of Hongkong, Mr. May's Civil Commissioner's powers and title as Commissioner ceased, and he has since been simply Acting Assistant Magistrate doing duty both in Victoria and Kowloon.
