The enclosed notice of Action and covering letter from the Attorney of Michael Moss, a British subject who was sent from Kanagawa to Hong Kong for imprisonment, demanding immediate attention; I have the honor to request Your Excellency will be pleased to place them in the hands of the Attorney General, with instructions to do what may be needful in the case.

It is my intention to follow at the earliest moment.
