As long as a surplus Revenue the Colonial Authorities are often inclined to judge of the Colonies by the means they have in hand.
I see however no ... to doubt but I am sorry for the arrangements H. Arbusson proposes, as it may be rather hard when the Colony is called upon for an increased Individual Expenditure when it would appear that the Increase is in some state entirely due to the number sent from the Consular Ports to the Island.
